In recent years,the Chinese and western scholars devoted actively tothe research of the performance evaluation of commercial Banks makes theperformance evaluation theory and methods of the commercial banksconstantly expand and improve. For increasing non-financial indicatorsof commercial Banks to construct the performance evaluation index system,the Chinese and western in theory and practice for all reached a consensus,and made a large amount of research of the related contents, and achievedsignificant research achievements, putting forward the typicalcomprehensive performance evaluation system, such as the balancedscorecard, etc. But so far, the performance evaluation of commercial banksremains relatively stressing on its own financial interests, namelyeconomic benefit, can’t fully reflect the requirement of the scientificdevelopment concept.This paper is based on the theory of the balanced scorecard, aroundthe modern commercial bank management goal, to A state-owned commercialBanks s subbranch performance evaluation index system, effectivelyimproved the performance evaluation and enterprise to strategic goals forthe combined, the performance evaluation system is optimized. Thisresearch method mainly case analysis, to integrate theory with practiceand quantitative analysis and qualitative analysis such as combination.Case analysis, main is to choose A state-owned commercial Banks s study,for subbranch of A bank provide full use of the internal material, theperformance evaluation system of the analysis and research. Relate theoryto practice law, is say that first summarized the performance evaluationrelated theory and thought, using these theories to contact the problemswhich the existing performance evaluation system of a sub-branch of Astate-owned commercial Bank has, in the strategic oriented, from finance,customer, internal business process, learning and growth, risk managementaspects of the performance evaluation index system is optimized design.The method of the combination of quantitative analysis andqualitative analysis is to determine assessment dimensions,weight andspecific evaluating index of the balanced scorecard through thequestionnaire survey, and analyze the quantitative results theoreticallyusing the method of qualitative analysis.Based on the brief introduction of our state-owned commercial Banksperformance evaluation, this paper expounds the situation of theperformance evaluation system of s sub-branch of A state-owned commercialBank, and then in the managers’ point of view, through questionnairesanalyzes and sums up the problems of existing performance evaluationsystem of a sub-branch of A state-owned commercial bank, and then throughthe balanced scorecard, with emphasis on finance, customers,workingprocess,learning and growth, risk management dimensions to build theperformance evaluation index system of the sub-branch, which retains thetraditional financial indicators, then take the non-financial indicatorsin the original design.At the base of remaining performance evaluationsystem, increase risk management dimension, expand work progress andlearning and growing dimensions, and make the whole evaluation system havemore practical value.
