The flower industry is one green emerging industry combined by economic, social and ecological benefits, and known as the sunrise industry of the twenty-first century. It has become an important way to adjust the industrial structure of agriculture, increase farmers’ income and promote rural urbanization. In recent years, with China’s rapid economic growth and significantly improvement in people’s living standards, the demand and consumption of flowers is growing, so promote the rapid development of China’s flower industry. The developed flower industry areas gradually take shape into the flower industry agglomeration, and form flower industry cluster. As a new model of economic development, flower industry cluster can effectively promote the flower industry cluster within the division of labor and cooperation of enterprises and organizations thereby can enhance industrial competitiveness, establish industrial competitive advantage, improve the economic efficiency of the flowers, and ultimately promote the healthy and rapid development of the flower industry.After decades of rapid development, Qingzhou flower industry has entered the development stage of industrial clusters. Qingzhou flower industry cluster has become one of "Brand50of China’s industrial clusters" and it is also the largest flower production base in northern China, at the same time is one of the most important flowers production, sales, and distribution centers. Qingzhou flower industry cluster play an important role in promoting economic and social development of Qingzhou City. Qingzhou flower industry cluster has made great achievement, but compared with the developed countries and regions of the flower industry, there is still a significant gap and some problems still exist. This paper analyzes the course of flower industry cluster development, and analyzes the status of the flower industry clusters in flower varieties, planting area and production models, and the important effects flower industry cluster make for Qingzhou economic development.With the help of the GEM model, this paper take a quantitative analysis of Qingzhou flower industry cluster competitiveness and identify competitive advantages and competitive disadvantages of the flower industry cluster, and on this basis, according to field investigations in Qingzhou flower industry cluster to identify the problems of the flower industry in clusters in Qingzhou, including the irrational structure of the flowers varieties, the lack of flowers brands with independent intellectual property rights, the vicious competition in cluster, the low degree of industrialization, lack of core competitiveness. To a certain extent, these problems hinder the further development of the Qingzhou flower industry cluster, exploring an optimal model and development strategies suiting for flower industry cluster in Qingzhou will be helpful to build and maintain a competitive advantage in the fierce market competition and promote the healthy and rapid development of flower industry cluster in Qingzhou.Finally, based on the current situation of Qingzhou flower industry cluster and the problems of Qingzhou flower industry cluster, this paper brings up some development strategies Qingzhou flower industry cluster, including strengthening government functions, strengthening the construction of the flower Cooperation Organization and the Flower Industry Association, speeding up the industrialization process, implementing science and technology-spend strategy and brand strategy, which is useful to development of Qingzhou flower industry cluster.This paper has great reference value for the study of flower industry cluster and for the development of flower industry in clusters as well as the agricultural industry cluster.
