Research On The Compensation And Resettlement Issues Of Landless Peasants During The Urbanization Process

As the compulsory progress of national economic development and human development, urbanization promotes the development of productive forces, but accompanied by a large number of landless peasants. In recent years, with the development of urbanization in China, the social problems result from the collection of land are increased, most of which, the issue of compensation and resettlement of landless peasants is the focus. So, the reasonable compensation and resettlement to the landless peasants is becoming an urgent problem that should be solved, because it associated with sustainable livelihoods, and influences the economic development, social stability, the building of harmonious society.This article studies on the issues of compensation and resettlement of landless peasants, according to the process of ask, analyze and solve problems, by using the method of documentation research、comparative analysis、combining theoretical and empirical analysis. Firstly, In order to provide a theoretical basis for this article, the theory associated with the compensation and resettlement process, including Marxist theory of rent and land property rights, land compensation theory, sustainable livelihoods theory, and the scientific concept of development; then Carried out the in-depth reason analysis against problems of compensation and resettlement of landless peasants. Secondly, the analysis on foreign land compensation and resettlement model, and comparative analysis on some domestic provinces and cities in the typical pattern of compensation and resettlement, is specified. Finally, combining with our own actual situation, pointed out the guiding principles and some practical countermeasures, to guarantee the sustainable livelihoods of landless peasants, the harmony of Land expropriation and promote the construction of socialist harmonious society. Of which, I redesigned the land acquisition program in a strong way, which reflects the concept of people-oriented, not only protects the fanner’s rights to know and participate, also avoid the ultra vires of the government. And at last, proposed countermeasures targets reasonable compensation from landless peasants themselves, in order to guide land-lost farmers to set up correct concepts of consumption and financial management, provide sufficient capital reserves for the sustainable development from its self level.It not only can perfect our country’s land expropriation compensation system, but also has the important practical significance on the new rural construction of socialism and the construction of socialist harmonious society of exploring the problem of compensation and resettlement for land-lost farmers. This article always emphasizes the concept of people-oriented in the process of analysis. On this basis, it helps landless peasants share the results of urbanization, and jointly build a harmonious socialist society, by giving full play to the active participation of landless peasants, and effectively protecting their rights to subsistence and development.
