The biggest problem of China is the issue of farmers while farmers’biggest problem is their low income. In the poor western mountain region which has good natural ecological conditions, it can effectively improve the income of the farmers by taking eco-tourism as a starting point to develop the local economy. Because it can drive the development of the related industries and promote the optimization and upgrading of the industrial structure; In spite of this, it also can improve the infrastructure and reduce the cost of farmers to afford the farmers a convenient life; it can afford more job positions to increase the income of farmer, thus to enhance and improve the living standards of farmers; it can benefit the ecological protection and sustainable economic development in poor mountainous areas of the west; it is an effective way to achieve the coordinate development between the economic and environment. The economic development of the impoverished mountainous area in southern Shaanxi (including Ankang, Hanzhong and Shangluo) is relatively poor. The economic development lags behind and the income of farmers is generally very low. However, at the same time, the ecological tourism resources in southern Shanxi are very rich; the development of eco-tourism also has a solid foundation and advantage. The relationship between the development of eco-tourism and the local farmers’ income in Southern Shaanxi, for example, is typical.Therefore, the study on the correlation of the poor western mountain eco-tourism development and increasing farmers’ income is conducive to clear and deepen the relationship between eco-tourism and farmers’income. It also provides a solid policy basis for promoting farmers’ income in the process of developing eco-tourism; and directly explores the way for the poor western mountain farmers to increase income. The research has important theoretical value and practical significance.Firstly, the thesis defined the concept of the poor mountainous areas of the western region, southern Shaanxi, farmers’ income, especially gives detailed description about the connotation and features of eco-tourism, and related theoretical basis, such as growth pole theory, theory of sustainable development, environmental carrying theory. On this basis, the paper further analyzes the inner link mechanism of the tourism development of the poor western mountain ecosystems and farmers’ income. Meanwhile, with SWOT analysis, the paper takes Ankang, Hanzhong and Shangluo which belongs to the southern Shaanxi for example to analyze the possibility of Southern Shaanxi which has rich ecological resources to develop eco-tourism. With the forefront econometric research methods, it has an empirical analysis of the correlation between the regional eco-tourism development and increasing farmers’ income. The empirical results show that:1) there is internal stable positive relationship between the total revenue of and the per captia income of farmers. It explains that the total revenue of eco-tourism is the remarkable factor to influence the per captia income of farmers.2) However, the influence is not enough. The empirical results show that; the total revenue growth of eco-tourism by100million Yuan, the per capita net income of farmers increased by nearly50Yuan (Ankang60Yuan, Hanzhong65Yuan, Shangluo50Yuan).3) In addition, there is a linear relationship between the development of eco-tourism and rural per capita net income in Southern Shaanxi. There is no geometric growth relationship. The farmers acquire less benefit from the development of eco-tourism. There needs an effective mechanism for increasing farmers’ income through the development of eco-tourism. There are still great potential for eco-tourism development.Finally, based on research findings, the paper proposes the recommendations to further promote policy to increase farmers’ income in the process of developing eco-tourism the poor mountainous areas of the western region:firstly, the farmers are treated as the main part in the development of eco-tourism industry of the poor western mountain; a variety of eco-tourism farmhouse is vigorously developed; secondly, the government should develop the three co-ordinate industries as a whole and promotes the adjustment of industrial structure and improving efficiency; thirdly, enhance farmer’s education, training and advocacy to strengthen and improve the quality of the peasants; fourthly, balance the relations between environment protection and economic development; fifthly, the government should play the guiding role; sixthly, the government should build tourism network system and carry out eco-tourism information management.The innovation of this paper is to use a series of econometric analysis and empirical research and analysis on the correlation of southern Shaanxi Ankang, Hanzhong and the Shangluo the eco-tourism and farmers’ income. In spite of this, the paper also puts forward the relevant improvement suggesstion.
