Nowadays, Study of land use change has become a hot spot in research field of land science, geography, ecology and so on, land use change play an important role in global environmental change and sustainable development. However, at present, few researches have been carried out on the coupling relationship between land use change and socio-economic development.A close relationship exists between land use change and socio-economic development. A proper means and an appropriate structure of the land utilization will lay a sound foundation Meanwhile, the development of the socio-economy will result in a huge demand of the land and thereby the means and the structure of land utilization will be considerably changed for the spacial exploitation in socio-economic development and remarkably push forward the socio-economic development. It is the fundamental realities of the country that "a large population and a few land, short of land reserving resources "and "sustainable development" is the theme. Under this background, how to correctly deal with the land use to protect the relation with sustained socio-economic development, gives play to the greatest benefit of the land resource, it is a question that is worth discussing.Harbin is the provincial capital of Heilongjiang province. It is the largest city in northern China’s Northeast, but also the administrative area of China’s largest, most populous capital city. At present, it is at the high growth stage of socio-economic development, and the demand of all kinds of land use will increase day by day, and the problem existing in the land use will restrict the fast development of its socio-economic construction. Because of this, by researching the land use and socio-economic development,adjusting the human economic activities to promote the rational use of land and make it sustainable development, and then offer rational basis for socio-economy development in the future.The thesis regards Harbin as the research object, regards sustainable development thought and system theory as guidance, consider land use change and socio-economic development in a frame, comb and comment both home and abroad research’s main outcome about the land use change and socio-economic development, through the analysis of development on the land use change and socio-economic development of Harbin, analyze the interaction and effect between land use change and socio-economic development by qualitative and quantitative way, discuss the coupling mechanism between land use and socio-economic development. Based on the establishment of evaluation index system, use the coordinated development evaluation model, evaluate the coordinated development level between land use and socio-economic development in Harbin, analyze the dynamic changes of coordinated development level, and evaluate and analyze the dynamic coupling level between land use and socio-economic development by the dynamic coupling model.Based on the dynamic analysis of the coordinated development level and the coupling level between land use change and socio-economic development, the coordinated development level between land use change and socio-economic development has remained relatively stable upward trend in1998till2008, through stand on the edge of disorder to force coordination to good coordination. However, with the rising standards in the coordination of development, the coupling action between land use and socio-economic development is rising, the contradiction between the two is growing, make a serious threat to the sustainable development in the region. The only way to promote the coordinated development between land use and socio-economic development, fundamentally ease the contradiction between the two, and achieve regional sustainable development is change the vulgar way of urban development, establish a scientific concept of economic development that population, land, economic, social coordinated development, and promote resource-saving and environment-friendly social economic development model.
