Currently, the traditional energy such as oil, coal, natural gas is facing the danger ofdrying up. However, the traditional energy is indispensable for the development of thenational economy of a country in a short time, while the yield and the application scope ofnew energy cannot satisfy the needs of economic development. Therefore, the demand ofeconomic development for traditional energy has a certain degree of rigidity to a certaindegree and within a certain period of time. It can be seen that introduction of energyconservation and emission reduction has a great significant. In the Chinese economy, themanufacturing industry occupies a pivotal position, so, it is necessary for manufacturingindustry to implement energy conservation and emission reduction policy. Technologicalprogress is a manifestation of the advanced productive force, is the carrier of gooddevelopment of a country’s economy, as well as is an important way to enhance internationalcompetitiveness of a country’s domestic enterprises. At the same time, it is also the effectiveway to improve productivity and conserve resources. Therefore, the analysis of the impact oftechnological progress on manufacturing energy consumption will be made so as to find outsome important factors of this impact or mechanism. Here, the technological progress refersto a generalized technical progress including the pure technological progress, structuraltechnological progress and scale technological progress.First, the paper established the main theoretical framework. Some discussions andanalysis on the influential factors of impact of technological progress on energy consumptionin all sectors of manufacturing industry in China and mechanism between energyconsumption and technological progress will be made based on the results of academicresearch at home and abroad, this part can be divided into three parts-the analysis of impactmechanism of technological progress on energy consumption and energy efficiency, theanalysis of impact mechanism of technical progress on economic expansion, the analysis ofimpact mechanism of the economic expansion on rebound effect. Second, according to theenergy intensity,28industries in the manufacturing industry were divided into high, mediumand low energy consumption industry, based on this, the paper established the exogenoustechnical progress model and selected the energy consumption data, industrial output data, and fixed material assets investment data and the employment population data of all sectors ofChina manufacturing industry in1993-2010as the basic data, and measured generalizedtechnology progress rate of all sectors of China manufacturing industry in1993-2010, andmade analysis on the measurement results from pure technical progress, structural technicalprogress and scale technical progress. Furthermore, according to the data of total factorproductivity in1993-2010, the paper selected the related data of manufacturing industry andmeasured the rebound effect, and made analysis on the changes of rebound effect of high,medium and low energy consumption industry. Finally, the paper made some suggestions andmeasures on China’s manufacturing industry to implement energy conservation and emissionreduction.
