Study On The Promotion Application And Service System Of Technological Innovation Method In Anhui Province

The early21st century is not only an important period of strategic opportunities for China’s economic and social development but also for make China an innovative nation. In accordance with the requirements of the "independent innovation, method by first", the Ministry of science and technology in conjunction with some government departments start technological innovation method works in order to make China an innovative nation from the source. Anhui province also set strategic goals for making Anhui an innovative province. Therefore the promotion and application of technological innovation method in Anhui province is an objective need to improve the capability of independent innovation, an important measure of building an innovative province and an effective way to promote the innovative process.In this study, literature and comparative analysis of methods of dynamic at home and abroad of TRIZ popularizing and successful experience in the analysis and summary obtained available revelation for Anhui Province technological innovation methods work. On the basis of the advantages of learn from the success of other provinces and the analysis of the strengths, weaknesses, opportunities and threats (SWOT) of Anhui Province, summary the SWOT matrix and propose that we should grasp the work of enterprises, colleges and research institutes which is main parts of the promotion the application of TRIZ in Anhui province. After the comprehensive analysis of the main functions and strategic positioning, we not only plan the overall strategy and define the guiding ideology, strategic objectives and principles of strategic organizational structure but also divide the three strategic stages which is the advocacy training, pilot demonstration of the full application. Corresponding to the three strategic phases, we propose government-led mode, pilot demonstration mode and the full application of the promotion mode. In order to the dissemination and application for the protection of long-term, effective and smooth implementation, this study further propose policies and proposals of creating a favorable environment for innovation, building innovation personnel policies, improving the service system which is the security measures of the promotion the application of TRIZ. We hope that will effectively improve the capability of independent innovation and lay a solid foundation for the comprehensive construction of innovative Anhui.
