The New Agricultural Insurance System Implementation Of The Problems In The Process Of Research

The new rural social pension insurance system is a people-benefit project by whichthe most concerned problem of old-aged farmers’ pension will be solved. Theimplementation of the new rural social pension insurance system has very importantpractical significance for breaking the urban-rural dual structure, accelerating theconstruction of new countryside, promoting social equity, and improving people’slivelihood.In this thesis, the insured situation of82farmers in Village A, Henan Province-apilot of the new rural social pension insurance system is investigated, analyzed andresearched by questionnaires and depth interviews. In the study, the author finds that thevillagers have a number of recommendations and observations about the new rural socialpension insurance system itself and it’s implementation process, although the villagers’satisfaction, support and insurance rate of the system is high, such as the new system’s badconvergence with other system, instability, low level of pension benefits, the villagers’excludability of the system’s bundling principle and their lack of understanding of thesystem and so on. Existence of these problems is a big obstacle for the expansion of thenew rural social pension insurance system and even may be a large extent bad influence tothe implementation effects of the system.Based on the above analysis, then the author gives some feasible suggestions andopinions to improve the new rural social pension insurance system from the farmer’sperspective, such as making good convergence with other system, improving the level ofpension provision, canceling the bundling principle", establishing and perfecting the lawsystem of the new rural insurance, improving the overall level and enhancing the publicitywork, etc., so as to enable more villagers guaranteed from the new rural social pensioninsurance system in its implementation process.
