Study On Optimization Of Implementation Of The Heritage Conservation Policy In The Process Of Urbanization

Urbanization is the development of social productive forces to a certain stage. In this period, the rural people move to the urban areas and rural areas change into urban areas, so it is a process of cities increasing. The degree of urbanization is an important symbol to measure a national and a regional economic, social, culture, scientific and technological level. Some urban policy makers pursue the excessive goals of urbanization development unrealistically. They promote the process of urbanization relying on their wills and ignoring the culture ecology, human spirit and the cultivation of the cultural city.Guangzhou is the forefront of China’s reform and the economic output is in the top of the nation. It is a historical city which has2200years old and it has increasing of cultural relics. Guangzhou government promulgated a series of the heritage conservation polices and the historical heritage are conserved inefficiently. But there are some problems in the process of policy implementation. The contradictions between urban development and heritage conservation policy are:the distrainment of the heritage in the old city; the performance of legal doing illegally; no repairment the traditional architecture; the grim relic’s security situation; no agreement of changing heritage management system; the distrainment of non unit historical buildings; the heritage in the villages not protecting effectively.I find several reasons of contradiction between the urbanization and heritage conservation policy in Guangzhou. They are:the weakness of the heritage conservation policy; the institution and the implement; the policy resource implications. Finally, I attempt to give the optimization of the solution:the heritage conservation policy should be specific; the policy should increase penalties; to build a heritage conservation information database between the policy implementation agencies; policy implementation agencies visiting each other to communicate; policy implement experts and scholars giving lectures and to organize heritage conservation policy knowledge contests to improve the qualities of the officers. Guangzhou government can increase funding; the government encourages the individuals and consortia funding and it issues the heritage lottery to broaden the multiple channels. The government encourages non-governmental forces to join the protection of cultural relics to make up for the lack of human resources. It can spread the heritage conservation policy using media channels. It can encourage the public to study the policies and gather relevant information timely. I believe if the government pays attention to these points, the heritage conservation policy would imply more effectively and the resistances are smaller.In this thesis, I seek to have several innovative points or characteristics:1. Innovation approach, in my opinion, the heritage conservation in the process of urbanization as the important part of the connotation of the development of urbanization. From this point, I make effort to build a consistency of urbanization and conservation work.2. The author has another unique that is making the text date collection and fieldwork date.3. There are some new ideas in the execution of the policy suggestion, such as putting forwards to the issue of culture relics lottery to raise the funding of social protection of culture relics; the establishing heritage conservation information and data sharing system, establishing the working mechanism of the experts and scholars involving in conservation work and the tentative scheme of civil adoption of relics.
