Study On Policy Innovation In The Progress Of Guangdong’s "Blue Rise"

The ocean is the starting point of life. The existence and development of human beings are linked to the sea. With the inflation of population in the twenty-first century, resources in land are continually decreasing. Therefore, the sustainable development of the economy has become the mainstream in the future. Then, human beings began to develop ocean. China is a large continent, and is also a maritime country. The ocean is a carrier and important space for the development of economy in China. The ocean is an important guarantee for achieving sustainable development and can enhance the comprehensive national strength. The development of the marine economy will become an important part of the national economy, and become a new economic growth point.Guangdong, with rich marine resources, is a big ocean province in China. Guangdong is a pioneer of the development of China’s marine economy. During the period of the "12th Five-Year Plan", our country will pay more and more attention to the ocean. And, with the transforming and upgrading of the economy, Guangdong is facing unprecedented opportunities in the development of economy. But, the comprehensive strength of Guangdong marine economy is not strong. The industrial structure will be further optimized. The mode of development is still more extensive. The fishery and aquaculture industry are relatively large proportions of GDP. Marine industrial structure is simple, and the second and third industries are weak. The perfect and modern system of the marine industry is not established. Therefore, policy innovation is a necessary choice to solve the problems of marine economy in Guangdong. In the progress of Guangdong’s "Blue Rise", we should analyze the problems of existing policy system, comb the present policy system, and then put forward the scientific and reasonable policy innovations in order to achieve Guangdong’s "Blue Rise". The main study is marine policies and policy innovations in the progress of Guangdong’s "Blue Rise".The contents of this paper are divided into five parts. The first part is including the problems, purposes, significances, research methods, the related concepts and innovations of the study.The second part is the significances of the policy innovations in the progress of Guangdong’s "Blue Rise". The third part is the analysis of the advantages, disadvantages, opportunities and challenges of Guangdong’s "Blue Rise" by SWOT analysis. The fourth part is experiences and references of the coastal countries and areas in China, including Japan, the United States, the European Union, Shandong, Zhejiang and Hainan.The fifth part is the proposals of the policy innovations in the progress of Guangdong’s "Blue Rise", including the proposals of enhancing awareness of the policy innovation, the legal system for the policy innovation, providing talents, building the innovative government and realizing the democratic and scientific policy innovation.
