The Research Of Environmental Protection Infrastructure In Rural Areas Of Chongming, Shanghai

Chongming is a large agricultural county in Shanghai. As the space forconserving natural environment for Shanghai’s future development, Chongmingwill integrate with the international ecological philosophy. According to itsoverall objective of more civilized ecology, more friendly environment, morehealthy economy, more harmonious society, and more scientific management, itmust make an effort in terms of ecological protection, environmental protection,industrial restructuring, improving the quality of people’s livelihood andenhancing the level of government management. Its main work includes6areassuch as the protection and utilization of natural resources, circular economy&comprehensive utilization of waste, energy use&energy saving, environmentalpollution control&ecological environment construction, eco-industrydevelopment, infrastructure&public service. And focuses are the exploitation&protection of water resources, utilization of agricultural waste, green building&building energy efficiency, construction of ecological agriculture bases,construction of ecological and modern urban transport system, and so on.Therefore, environmental protection and construction on the island become verymportant work for the local governments at all levels.Strengthening the construction of public service system in Chongming’s ruralareas, especially the input on the environmental protection infrastructure in ruralareas，is very important for developing ecological environment in rural areas, narrowing the gap between urban and rural areas, and constructing publicservice government of Chongming. As the problem of rural areas, agricultureand farmer receives much more attention, the environment in Chongming’s ruralareas has improved a lot. But the shortage and imbalance of public goods supplyin rural public service, especially in environment protection, has directly led tothe lag of ecological protection and construction in Chongming’s rural areas,which constraints Chongming’s construction of ecological island and newcountryside, and makes the problem of urban and rural environmental justicemore and more highlighted.Starting from the concept of public service, through analyzing the situation ofChongming’s environmental protection infrastructure and administration in ruralareas，this thesis empiricaliy analyzes government functions of the constructionand management of rural environmental protection infrastructure, and analyzesthe relationship between rural public management and environmentaldevelopment on both the theoretical and practical sides, then gives commentsand suggestions on how to strengthen ecological and environmental protectionin Chongming’s rural areas. Focuses on the issue are as below: First, how to findthe way of using theory to guide practice, which should make publicadministration theory be used to solve practical problems more fully andsuitably. Second, how to discover and refine experience value from theconstruction and management of environment protection infrastructure inChongming’s rural areas which could be commonly used in environmentalprotection in China’s rural areas. Third, how to innovate corresponding system,such as security system, management system, leadership system, to use marketcapital, improve the management and supervision and coordinate departmentoperations, so as to promote environmental protection in rural areas. Especiallyhow to improve efficiency of ecological and environmental protection in rural areas with the market between hardware investment and practical utility.
