Nowadays under the background of the world economic integration and globalindustrial structure adjustment acceleration, construction of International TourismIsland of Hainan has been up upgraded to our national strategy, which is another newdevelopment opportunity for Hainan. As a central district of Haikou city, Meilandistrict’s industrial development is standing on a new historical starting-point in thiscontext. It is an important research project for us to study how Meilan district couldcapture leading fields, exert and expand comparative advantages, and form thedistinctive and competitive industrial system.Firstly, this article elaborates industrial development policies of the State,Hainan Province as well as Haikou city, and horizontally compares industrial layoutof the other three districts of Haikou city. Secondly, it expounds the status quo ofindustrial development of Meilan district, and analyzes strengths&weaknesses andopportunities&threats of Meilan district’s industrial development by SWOT Model.Thirdly, by using the theories on choice datum of dominant industries and constraintconditions of dominant industries to combine with analysis of policy environment,strengths&weaknesses of industrial development mentioned above, we study todetermine the overall industrial development strategy of “four bases with one focus”.Moreover, the article gives detailed explanation of the strategy by four aspectsincluding function regionalization and productivity layout, modern service industry,agriculture and industry. Finally, we put forward six measures so as to ensure overallindustrial development strategy to be implemented smoothly.
