Due to the constant enhancement of science and technology as well as theaccelerating process of China’s urbanization, the industry of elevator has developedby leaps and bounds, with the use of elevators being increasingly prevalent. Sincehigh-rises have been built in a large scale nowadays, elevator has already becomesuch an important way of transportation that people cannot live without it. However,the management system of elevators in today’s residential communities has far laggedbehind the time’s needs, which has resulted in the frequent occurrence of elevatoraccidents and series of other social problems. Thus, a fresh and urgent issue in thearea of public management has been confronted by the government: how to strengthenand improve the supervision and management of elevators in residential communities.Based on the supervision and management system of elevators in Tianjin’sresidential communities, this essay at first discusses some related concepts of elevatormanagement as well as the laws and regulations that are currently in effect in ourcountry and the situation of elevator development and appliance in our city. It thenmakes a comparison between the supervision and management systems in China andabroad. With an introduction on the current work unites (including companies andorganizations, etc) responsible for the production, repair and maintenance, use,supervision and management of elevators, an overall situation of elevator supervisionand management in Tianjin’s residential communities is presented in the essay. Fromthe perspectives of the interest, management, as well as policies and systems, theessay points out the loopholes that exist in the current supervision and managementsystem and furthermore, provides an in-depth analysis of the reasons behind theproblems.With a combination of theoretical studies and practical experience in work, thisessay explores a new mode of elevator management for residential communities,which is named One-One-Four-One mode: adhering to one idea and building up oneset of laws and regulations, constructing four systems, and at last, fostering one groupof professional workers. Then it raises ideas on how to further improve the system ofsupervision and management. It meanwhile suggests some actions in the aspects ofall-life management of elevators with70years property right, store-to-store management of elevators, elevator insurance policy, elevator security guarantee, etc.Some new measures to promote propaganda in an all-round way are also advised, inthe hope of doing a contribution for the development of modernized management ofelevators in residential communities.
