Reflection On Property Management In Old Residential Communities Of Government Institutions

Rapidly developed in recent years in China, property management has been penetrated intoevery aspects of society. In real estate, with more efforts the government has taken lately, theproperty management in various newly built residential communities has got onto the right trackof standardization. Whereas regarding to that of a large numbers of old residential communities,though the government and relevant departments have kept strengthening the regulation andintensifying the rebuilding process, issued a series of relevant guidance and explored differentmanagement models to push forward the reform, it has encountered great challenge and theprogress seems much less obvious. Particularly, the current process of market reforms our societyis going through gives lots of restraining factors and hardships to the transition of the oldresidential communities from traditional housing system to modern property management. In theprocess of urban development, the old residential communities have triggered series of problemslike social justice, ecological issues and cultural environment due to its management model,therefore appropriate measures should be taken under proper guidance and policies to solve theproblems and realize their comprehensive values in politics, economy and culture. This paperteases out a collection of strategies and methods as well as a development model that could beapplied on the property management of the old residential communities based on specificcommunities, and is practically significant to improving people’s livelihood， enhancing thegovernment’s management and promoting social harmony.This article starts with the changing and development of residential models of thegovernment institutions, using the example of the old residential community of HenanAdministration of Radio, Film and Television to analyze emphatically on the problems anddifficulties in the management of old residential communities, thereby provides personalreflection on the causes and influences and reform proposals. It is aimed is to serve as reference tothe government and relevant management departments when promoting the property managementin old residential communities of government institutions.
