Due to the acceleration of Binhai New Area development and opening up,together with the embarkation of the ten key projects of the area during the11thfive-year-plan period, the construction of the area has progressed into a new phase ofall-round development. Meanwhile, problems arise like the lack of land forconstruction and they check the further growth of the area. Over the years, a vast landof the Salt Plant had been used as sea water flowing and filtering area, which turnedout to be a big waste. After the process modification and technological advancement,much land of the Plant has lain idle. According to the newly-issued policy TheUtilization of the Salt Plant Land and Plan of the Mid-city Layout, an area of160square kilos of the plant will be tapped for urban use so as to provide ancillary livingfacilities for the Economic Zone on the port, the Textile and Other Light IndustryZone and the Southern Port Industrial Zone. At present, the construction of the SaltPlant land is a matter of great urgency, hence we can make full use of the state-ownedland property and raise the utilization rate of the land resources. After theInternational Financial Tsunami and the official issue of the10policies from thecentral government to tamp down the soaring real estate prices in2008, the year2011witnessed the working out of another policy to limit the purchases of land. Since theprimary-level land consolidation will need larger capital, longer turnover period, and awider variety of risks, studies on the infrastructure construction of the Salt Plant landwill no doubt provide guidance to the future construction of the plant land and ofBinhai New Area as well.Based on the case study of the first-stage2.2square kilo infrastructureconstruction project of the Tanggu Salt Plant land, this thesis adopts SWOT approachto find out what are to the advantage and the disadvantage of the project. AnRecursive Analysis is made, especially, Unitary Linear Regression Model is adoptedto study the relationship between the per-capita GDP of Binhai New Area and theaverage land transaction prices. On such a foundation, the thesis predicts land pricesafter construction and makes risk analysis and profitability study. The thesis alsoproves the feasibility of the project by making financial analyses on profitability,solvency, survival capacity, and financial uncertainties. The analyses and proposals ofthe thesis are meant to provide some reference for the projects of this type.
