Exploration And Practice To Push Forward The Reform Of The Rural Collective Economic Shareholding System

The property rights reform of rural collective economy, which is an importantway of increasing the peasants’ income under the new circumstances and also fitsthe need of the development of urbanization, is mainly based on the demand ofthe market economy and combining the rural collective economy with the modernsystem of property rights. Within the family management system, we may haveignored the development of the rural collective economy, which has lead the ruralcollective economy into a difficult situation on the way of the development ofmarket economy process, agricultural modernization and public servicemodernization. But now the things are changing, for the implementation of theproperty rights reform of rural collective economy is happening in some regionsof our country. As a result, with the breakthrough of the reform of land propertyright, it has to realize the thoughts of joint-stock reform of rural collectiveeconomy so that we could inspire the innovation of the assets operationmechanism and accelerate the transformation towards the modern enterprisesystem after the new collective assets operation system has been built.This paper has taken the Qin Jiagang as an example. First of all, this paperhas made a brief illustration of the problems and development trend within theproperty rights reform of rural collective economy. Meanwhile, it has made fullpackage details of the process, measures and progress of joint-stock reform ofrural collective economy in Qin Jiagang compared with the successful cases ofjoint-stock reform in other rural regions of our country. Besides, this papersummarized the innovative experiences through the process of the property rightsreform of rural collective economy in Qin Jiagang. And this paper has alsooffered several suggestions towards a better property rights reform of ruralcollective economy in Qin Jiagang, with the understanding of its specificsituation.
