The Study On Effect Assessment Of Industrial Cluster Policies For Urbanization Construction

With the rapid development of domestic economy, industrial cluster has become thedevelop trend of enterprise organization form, it also has become a mainly driving force ofurban economic development. The government implements industrial cluster polices inorder to strengthen existing cluster or assist the development of new cluster, let industrialcluster play the promoting function of urbanization construction, how to improve thegovernment’s cluster policies become the important problem of economic developmentfacing. This article from the view of industrial cluster policies, using the method ofestablishing cluster policies effect assessment model, through evaluating the influence ofgovernment’s cluster policies for urbanization construction, find the problem ofgovernment’s cluster policies in the urbanization process and put forward measures forsolving problems, improve the level of service, perfect the cluster policy system, so as topromote the urbanization process.First, through analysizing the industrial cluster policies that influent urbanization indeveloped countries, summarized the successful experience and proposed theenlightenment on aspects of industrial cluster policies that promote domestic urbanizationin this foundation, provided reference for the government establishing scientific andreasonable cluster policy evaluation index.Second, design questionnaire according to the influent factors of industrial clusterpolicies for urbanization construction, mainly make questionnaire survey about sometowns’ industrial cluster policies of Hebei, through analysizing and sorting the survey data,get the effect assessment index of industrial cluster policies that influent urbanizationconstruction, setting up the index system.Third, using AHP (analytic hierarchy process) to calculate the index weight andcheck the consistency, and establishing the effect assessment model of industrial clusterpolicies for urbanization construction.Finally, combined with the actual situation of Hebei Baigou town’s industrial clusterpolicies, this paper applies the evaluation model to evaluate the influence of the town’sindustrial cluster policies for urbanization construction, through the evaluation and analysis, find out the existing problem of industrial cluster policies that town governmentimplemented and put forward the improvement measures.
