How to achieve industrial transformation and sustainable development now becomes a major practical issue of resource-exhausted region. This project indicated that the development should take the way of industrial clusters driven by government, to achieve the replacement of leading industries of resource-exhausted region.System dynamic methods are used to analyze how to nurture the industry clusters of resource-exhausted region. first, discuss the feasibility, opportunity and cost of cultivating a new industry cluster in resource-exhausted region. Second, study the potential risks in the process, propose the corresponding evasion mechanisms and specific strategies. Third, simulate the impact of these risk factors for cultivating a new Industry cluster, the mechanism and the effect of the avoidance strategy. At last, provide the corresponding decision-making that how to cultivate new cluster of the resource-exhausted region.We get the following conclusions according to the study of the project team.â‘ Established endogenous system dynamics model and exogenous system dynamics model of the industrial cluster evolution. Pointed out that the resource-exhausted cities have to rely on the promotion of exogenous forces at the cultivation stage, and start the endogenous forces gradually with the development of cluster, finally realize the orderly evolution of the cluster.â‘¡Analyze the dynamic mechanism of the training and development of regional industrial clusters about resource-exhausted cities. Present a view of heterogeneous resources reconstruction, through analyzing the special background of the industry, and discuss the derived mechanisms from the governance and development power aspects of cluster industry.â‘¢Established a system dynamics model of cluster dynamic mechanism and evolution mechanism of cultivating new industry cluster in resource-exhausted region. Using SD model to analyze the opportunity and cost of cultivating a new industry cluster from aspects of market, resources, technology, personnel and financial.â‘£Proposed nurture and develop mechanisms of the resource-exhausted region industrial cluster based on risk aversion. Propose the corresponding avoidance of cultivating new industry cluster.Propose operational policy recommendations from the perspective of industrial transformation. The resource-exhausted region has to be planed systematically from the perspective of industry agglomeration, and make the cluster bigger and stronger by the guide of cluster model, and accelerate the transformation from the development zone of government-led to the industrial agglomeration.
