Public rental housing is to build a harmonious society and to satisfy the need ofbasic housing. The operation management is an important part of the public rentalhousing policy. At present, the policy of operation managementis still in research andexploration, and there are many problems in practice. With the large-scale constructionof public rental housing and the rent of them in the "12th Five-Year" period, to establishand improve the policies of operation management of public rental housing is of crucialpractical significance.Based on massive investigation and interviews, this paperis tend to define theorientation of public rental housing in the housing supply system of China, analyze theproblems in the operation management practices of public rental housing at this stageand investigates the problem-solving approach, and relevant policy advice.By summing up the practice of the operation management of foreign publichousing policy and public housing management in Hong Kong and Singapore, the paperfound a clear legal position and comprehensive legislation is the basis of goodmanagement of public housing, and emphasis on the role of market, foundationofspecialized institutions and establishmentof an effective incentive mechanism is theprotection of effective management of public housing. Based on analysis of China’shousing supply policy and local practice, the paper summarizes that the housing"sandwich layer" in China and the dislocation subsidy are two important problems andat this stage public rental housing should be mainly responsible for basic housingsecurity and temporary housing support.The paper presented a detailed analysis of the operation management of publicrental housing. Property management of public rental housing should bemarket-oriented, the management service charge of mingled public rental housing is abig controversy, through analysis, he paper stated that public rental housing andcommodity housing are to adopt a unified property management policy and the cost ofproperty service should be included in the rent. In addition, as property owner, thegovernment shall perform appropriate oversight responsibilities and establish theoversight system of property management of public rental housing; the core issue of the social management of public rental housing is the Hukou management, the paperpointed out that on the basis ofunified Hukou management and the introduction of theCommunity Police, government should explore a new social management mode basedon housing and build more supporting facilities for public rental housing; the exitmanagement of public rental housing should combineboth incentive and punishment,the paper pointed out that the sale of public rental housing should be closed operationand strictly limit the profit of the buyersto avoid the mistake of affordable housing.Finally, the paper proposed a series of complementary measures for the operationmanagement of public rental housing, such as the establishment of the specializedmanagement agencies.
