The department of Housing and Urban-Rural Development released "GuidingOpinions on Accelerating the public rental housing" in2010, the construction of affordablehousing projects gradually increased the intensity, which is dominated by the public rentalhousing in each region.In order to solve the housing problems of middle-class and low-classfamilies, our country is planing to built36million units various types of affordable housingand increase the housing security coverage to20%during the “Twelfth Five-Year”.Thenumber of floating population, new employment population and migrant workers reached245million,13.1million and166.1million people by the end of2013.Faced with such ahuge demand, how to achieve fair allocation of public rental housing, and do our best toguarantee residents? How to solve the problem of security objects mixed leasehold inturn?which caused by the merger management of public rental and low-rent housing.How tosolve the problem of low efficiency audit and supervision, exit difficulties of securityobjects, which caused by the weak legal support of Chinese housing security system? Thesewill affect the healthy operation of public rental housing management system. This paperwill research on these aspects in-depth, in order to achieve a certain social significance.This will improve the public rental housing management system as the core, andmainly study for the following aspects. First, sorted out the policies of public rental housingin China, analyzed and summarized the policy development of China’s public rental housingsince2010. Second, through dissecting the models of public rental housing at home andabroad, respectively analyzed the problems and causes of public rental housing managementfrom the aspects of construction plan, management institution setting, access management,audit and supervision process, allocation management and exit management. Third, take thetwo regions for example, whose public rental housing management model is more typicalthan others, and verified the reasonableness of the application access and rent subsidystandard lines based on the basic principle of measuring the residential housing affordability,and proposed improvement measures for the management policies. Forth, take a individual region for example, and make the using of AHP to calculate the index weights that is relatedto the housing allocation, and built the model that is based on "comprehensive score", andproposed a reasonable allocation scheme. Fifth, it proposed the thinking of building the exitmechanism, which is based on the diversified exit system of "punishment+guide+incentive". Finally, draw the experiences from foreign, proposed the recommendations toimprove the management setup still further, respectively from the aspects of managementmodel, housing raise, financial support and management policies.
