This paper further define the connotation to the way of economic growth and furtherexplain the connotation to the the transformation of economic development mode on the basisof researching related literature reviews about economic growth and economic development indomestic and abroad, to realize the economic development mode change is the essentialrequirement of implementing the scientific concept of development and is the inevitablerequirement to meeting the current situation in China’s national development. In this paper, weanalyze the development situation, the important significance and the restricting factors oftransformation of the mode of economic development. On this basis and on the basis ofreferencing the setting method of index system and index collection in previous literatures,compositing the monitoring index collection in the twelfth five-year development plan for nextfive years about Inner Mongolia autonomous region, baotou, huhhot and ordos, according tothe scientific, guidance and operability principles, paying attention to a single indexrepresenting significance of both the internal structure of index system and to representativeand comprehensive, this paper puts forward theoretical evaluation index system, whichincludes76evaluation indexes.Using empirical analysis method, frequency analysis method, The latest index method,correlation analysis method, discrete coefficient analysis method included, the paperdetermines the final evaluation index system and forecasting index system abouttransformation of economic development mode in “Hohhot, Baotou and Ordos” region.Calculating and comprehensively evaluating the index system by using of entropy method,Analying economic development in“Hohhot, Baotou and Ordos” region in the past elevenyears and predicting regional economic development situation in the future ten years ineconomic development, social situation and the people’s livelihood, science and technology,resources and environmental conditions, through time series analysis method of SPSS18.0.Finally, combining the current ecomomic situation, the past eleven years(2000-2010)development, the prediction of future ten years development and the policy trend ofAutonomous regions and “Hohhot, Baotou and Ordos” region,the paper puts forward someSuggestions, which are Optimizing the industrial structure, developing advantage industrialcluster, Structuring the regional innovation network system, developmenting recyclingeconomy and new industries, improving the livelihood of the people,saving energy, reducing carbon emissions and so on.
