| Industrial cluster is that a group of enterprises geographically concentrate. Thecentral region often has some superior location conditions for the development ofproduction or traffic line. Industry agglomeration will promote the growth of regionaleconomy or not is a hot topic of the economic geography, regional economics researchwhich has great practical significance on the regional industrial policy. The general idea oftheory circle is in certain limits industry gathering will promote regional economic growth,because the formation of industrial agglomeration is accompanied by a highly efficientproduction system, in which the region external production environment can be improved,so that the regional overall function of the whole production system is larger than that ofeach business function simply added. And the agglomeration process must be within acertain limit, being beyond the regional resources carrying capacity will lead to excessiveaccumulation of agglomeration economy. In recent years, area of Beijing-Tianjin-Hebeilooks forward to rapid economic growth,is steplly becoming the third pole of China’seconomic. Industry is very important to this area, industrial agglomeration research notonly contributes to the development of regional economy, but also be far-reachingimportance to economic growth of China.First of all, this paper introduces the measuring methods of industrial agglomeration.In theory circle, measurement methods of industry cluster degree are as follows:concentration index, location entropy index, Herfindahl-Hirschman Index, spatial Ginicoefficient, EG index, DO index and so on. Every kind of industry agglomerationmeasurement methods has their own advantages and shortcomings, which can be betterreflect the level of industrial agglomeration in some ways, but has shortcomings on theother ways. The key is to find suitable measure method for the regional agglomerationdegree, meanwhile considering the availability of relative data.Secondly, the article elaborates thoughts of Economics on industrial agglomerationand regional economic growth theory, mainly including: Neoclassical economics, polarization theory, new economic geography. And we introduce the empirical models onindustrial agglomeration and regional economic growth: the Cobb-Douglas productionfunction, CES function, Ciccone model.Then, we choose the location entropy model, using the10year moving averagemethod, to make calculation of the Beijing-Tianjin-Hebei industrial agglomeration degree.CES function is used to calculate and regression based on regional industrial data, to makeanalysis of the Beijing-Tianjin-Hebei industrial agglomeration effect, and the cluster effectis decomposed. The empirical results show that there is High Concentration on Hebei andTianjin Industrial, a kind of professional division of labor; industry ofBeijing-Tianjin-Hebei looks forward to have obvious effect of agglomeration, and theinfluence factors of agglomeration effect is mainly the scale effect and resourceadvantages, there is no city agglomeration economy.Finally, in order to make the Beijing-Tianjin-Hebei regional industry be healthy todevelop, to realize benign aggregation, the corresponding policy recommendations are putforward based on regional industrial agglomeration characteristics. |
