However, compared with rich historical and cultural resourcesand long-term development goals of Xi’an, there are still some further steps for culturalindustry. For instance, the industrial scale is small, the level of profitability is not high, theindustrial structure needs to be optimized, inputs to be added, etc. Therefore, increasing thedevelopment of cultural industries research has become an important issue for the currentdevelopment of Xi’an historical and cultural industry.Based on the present situation of the historical and cultural industries’ development ofthe ancient capital Xi’an, by learning the historical and cultural industries’ developmentmodels from some famous ancient capitals, home and broad, and by analyzing the advantagesand disadvantages of historical and cultural industries’ development of Xi’an from the aspectsof resources, environment, location, market, human resources, core competencies, fundingsources, this article puts that the historical and cultural industries’ development of Xi’anshould be based on the conservation and exploitation of resources. At the same time, the localgovernment should play a leading role in the following ways. First of all the governmentshould offer more intensive policy support. Secondly, a new employment system should bebuilt actively. Thirdly, to solve the problem of funding the cultural industry the authoritiesconcerned should accelerate the investment and financing systems. Meanwhile, under theoverview point that we must take the market as the orientation, we should insist on thefollowing principles. Firstly we should optimize the industrial structure and the structure ofsupply. Secondly we must nurture cultural and market players to grow and expand domesticdemand and promote consumption. Thirdly, we must Pay attention to the development oftourism and creative industry, promote the level of the cultural industry development. Only inthis way can we improve the core competitiveness of the development of cultural industries.
