Cultural tourism, which is created by the tour operators, has some main contents of the tourism activities, including the historic sites、historical building, national art, folk custom and religion. And in this way, tourists could get the cultural implication and emotional experience.Zhenjiang, a famous city in south of the Yangzi River, has the mountains、 waters and his historical story. Zhenjiang with the urban forest and river style, has been established the travel system by the beautiful natural scenery、 the ancient and modern civilization, Wu and Chu customs. This system includes the eco-tourism、cultural religious and leisure vacation. In recent years, the city has been regarded the travel trade as service industry’s leading item, and identified that establishing powerful tourist city were their goals. Therefore, travel industry would be a shining star and get a lot of great attention. However, Zhenjiang cultural tourism exploitation is still at a relatively low level. On the basis of the tourism exploitation’s fact to utilize and develop the rich culture resources, and in term of the theoretical research to propelling Zhenjiang’s touristic development, which will be this paper’s the main point to discuss and analyze.This paper has six parts. The first part is the preface, explaining the background, the meaning and the relevant theoretical research. The second part represents travel industry’s current situation in Zhenjiang, affirming the achievements while also pointing out the problems that exist. The third part makes research on the types and characteristics of Zhenjiang tourism resource. With the questionnaire survey’s help, the fourth part analyses people’s perception about Zhenjiang cultural tourism. The fifth and the sixth part are the focus of this article, illuminate the guiding ideology, thoughts and the countermeasures of Zhenjiang cultural tourism exploitation and discuss the cultural products upgrading, the new product development, surrounding market’s joint exploitation and strengthening marketing measures, striving to find way to irrationally develop Zhenjiang cultural tourism resource.
