Since entering into the21st century, global economy has been transferring into a new stage with industrial structure shifting from "industrial dominated economy" to "business service dominated economy". As technology advances, which deepens the industrial division of labor and changes management model, modern service industry has gradually become an important symbol of modernization and urban civilization and progress, and therefore an important force in stimulating economic growth. In China, the modern service industry is still in its infancy phase. Therefore, by vigorously attracting modern service projects to better promote the development of Modern Service industry in China has become an important industry development strategy and proven to be an effective way.While introducing modern service projects, the actual needs and capacity of the local environment and its effects on the current industry structure and development must be taken into consideration. Therefore, the study of the project evaluation within Modern Service Sector should fully consider the basic characteristics of the Modern Service Industry, the law of its development as well as its impact on related industries, and then explore a new project evaluation method which will be more comprehensive and effective from the perspective of system development and evolution.On the basis of the research results of scholars in China and abroad as well as my own work experiences in project evaluation, this paper adopts the ecological community theory to study the basic structure, operating mechanism and the development process of succession of ecological communities of Modern Service Industry. Then, this paper come to a conclusion that a newly imported project should improve the structure of the existing ecological community, help to build a full ecological chain, and then play a role in leading the ecological community evolve towards the direction of climax community. In addition, it carries out case studies to further verify the effectiveness of the newly presented method for project evaluation. The research result of this paper will be valuable not only in theoretical sector but also in applied sector in terms of project evaluation.This paper with seven chapters is structured as follows. Chapter1introduces the research background, related research results review and the framework for the rest of the paper. The second chapter analyzes the structure of the industry chain and industrial development characteristics of the modern service industry. The third chapter focuses on the traditional ways for the project evaluation within modern service industry and points out its problems. This will be followed by theoretical researches with basis on ecological community theory, which will provide theoretical guidance for exploring a new method for the project evaluation. Chapter5introduces a new model for project evaluation, which is based on the introduction of ecological community theory. Chapter6presents an empirical analysis on the project evaluation method based on ecological communities. In the final chapter, I will present the conclusions and the implications for future research.
