Shenyang City Employment Service System Environmental Factor Analysis

The labour market factor and the institution factor are the two biggest factors which are causing China’s unemployment phenomenon, however the labour market is imperfect due to the imperfect institution, therefore, the most fundamental measure to solve China’s labor market and employment system is to develop a healthy labor market and to play a role in the stimulation of employment policy. To achieve this goal can not be separated from the cooperation of some assisted measures below:1) correct the distortion policy system,2) improve the efficiency of the labor market,3) change the inflexible administrative control completely,4)to give play to the regulatory role of the market. In addition,to perfect the employment service and improve the flexibility of employment are the keys to perfect the labor market.This paper combines the static analysis and dynamic analysis,microscopic analysis and megascopic analysis, standardize analysis and empirical analysis to research the methods, first, through the labor supply, demands, balance of requirements the three aspects to analyze the employment situation of Shenyang City, next, to analysis the policy status and employment situation of Shenyang city, third, to thorough analysis the employment service system of soft environment and hard environment,then search employment opportunities which have geographic advantage.
