Employment has a vital bearing on the people’s livelihood, it’s also an essential prerequisite and a path for improving people’s life. Employment is not only a major social problem, but also a serious economical issue as it’s essential to structure a harmonious society. Under the far-reaching influence of domestic industry transformation and upgrading as well as international financial crisis, daunting tasks facing Shenyang Metropolitan Area which is both a traditional industrial base, and a brand new industrialized comprehensive reform area are unprecedented. The extra labor force released from down-sizing for-efficiency hasn’t been fully absorbed for the last decade, yet structural unbalance in employment looms. Despite the fact that unemployment of Urban population hasn’t been solved, the progress of diversion of labor force from the rural area to metropolis is aggressive. All these factors complicate employment condition in Shenyang Metropolitan Area, only relying on the monopolistic employment service agencies established by the government can not adapt to the current situation, and the multi-cooperative employment service supply mode has become the development direction. The labor service companies established in the late of1970s was the primary form of China’s employment service agencies, and now they have become a large scale basic employment service system. Enormous labor supply pressure, all-around economic structure transformation, huge surplus rural labor force transfer, and numerous newly increased labor force flooding into the market, all these factors make the profound contradictions of Shenyang Metropolitan Area labor force market take on a complicated situation. Not only can not the demands for employment service be met in quantity, but also they have no breakthroughs in quality, meanwhile, the government monopolistic supply mode is also to be reformed. The research on the diversity of the employment service supply subjects by the current academic circle is still on the starting stage, a systematic theory system is still lacking, and the experience is also in shortage in the system building field, thus it is indispensable to improve employment rate through analysing employment service within the area.This paper aimed at combine theroies from worldly well-known scholars, Adopting Polycentric, combining the actual situation of Shenyang Metropolitan Area, and referring to the advanced experience of developed countries, this paper will do a research on the issues existing in the employment service of Shenyang Metropolitan Area, try to solve the existing issues from a new perspective, and seek for the solutions. It is believed in this paper that Shenyang Metropolitan Area should introduce multi-supply system in the field of employment service, make the government, the market, and the third sector fully exert their own advantages, and improve the efficiency and governance of employment service supply by effectively integrating all sorts of employment service resources in the society. Remedy the failure of the government and the labor force market from the respects of overcoming the information asymmetry, improve the laborers’working ability, and developing new jobs, transform the negative unemployment subsidies into the positive actions to improve the laborers’working ability. The employment service mode taking the government as main subject obviously can not adapt to the current situation, only by the collaborative operation of the three parts, can the employment service of Shenyang Metropolitan Area have a significant development, which, meanwhile, plays an active role in solving the employment pressure and building a harmonious society. There are four parts constructed this paper. Firstly, it briefly described the theory, and contents of other theroies which involved;Secondly, it stated the current state and problems of employment service in Shenyang Metropolitan Area; thirdly it combined current situation within Shenyang Metropolitan Area to anlysed and find out causes; At last, it provided effective methods to solve all problems individually.
