Qidong City Industrial Structure Transformation And The Reconstruction Layout Research

When the environment of economic development changes, the industrial structure and the industry layout must be properly adjusted in order to adapt to the changing environment. The industry development for Qidong is faced with both the great opportunities which is brought by the national strategy and the challenge that how could the economic and social keep on developing with existing industry structure and layout under this background, and the industrial structure transformation and layout reconstruction is imperative. This paper take Qidong as the study area, refer to the theory that related to the industrial structure and the industry layout, do research synthetically on the industrial structure transformation and the industry layout reconstruction, especially emphasis on drawing up a concrete plan by studying the transformation and the reconstruction based on the intrinsic logic relation of the industrial structure and the industry layout.Analysis the historical development stage, the current situation level of the industrial structure and the spatial layout based on identificating the basic situation of the study area, found that Qidong is in the the second stage of industrialization medium term, the industrial structure is in the key period of the third time upgrading transformation after experienced two times during1985to2010,and the industrial structure apears as the "third-twice-first" pattern; among them, the first, second, third industry is mostly composed of fishing, heavy industry and new services respectively; Using location entropy method to analysis the industry layout situation with two scales:the sectoral scale and the regional scale, found these industry such as instrumentation and cultural and office supplies machine manufacturing, equipment manufacturing, textile, pharmaceutical manufacturing have higher industrial concentration degree, on the district scale, the result apeared like this:the coastal area is major in the first industry, the area along the Yangtze river is major in the second industry, and the relative inland area is major in the third industry; The general industry layout shows a characteristic of "small and much", low degree of cooperation and overlapping.Based on the macro analysis of the direction and conditions for the industrial structure transformation of Qidong, build the DEA mode of the industrial development so as to diagnosis evolution of the industrial structure optimization by time series, found that the industrial development in Qidong existing a situation that redundant for input but short for output at present, industry scale benefit has always been in increasing stages during1999to2010, it means that we can increase economic investment based on the original input to get a proper increasing of output,the industrial structure transformation exists optimizing space; Using the principal component analysis method combined with the theory of the choice for leading industry,we put forward to develope the strategic and emerging industry below as a leading industry, they are ship equipment manufacturing industry, electronic information industry, new energy industry, upgrading traditional pillar industry such as textile and garment industry, pharmaceutical and chemical industry manufacturing, precision machinery manufacturing and power tool industry to assist the leading industry, then put forward the key strategy of industrial structure transformation in Qidong.Based on the analysis of the logic relationship between the industrial structure transformation and the reconstruction of the industrial spatial layout,and dissected the macro changing trends of the space distribution in Qidong,diagnosis the advantage of industry layout of Qidong in different areas, found that:according to the significant difference of the advantage features for different industry in geographical space, we can divided Qidong area into the type along Yangtze river, the type along the coastal and the type of inland relativly, besides, the towns that along the Yangtze river have significant industrial advantages than those type which along the coastal and relative inland, the industrial advantages of Huilongzhen and Lvsii are the most among them; From this conclusion judged the specifical requirements of the choice of leading industry and the industrial structure transformation comprehensivly, put forward a multi-level industry network space layout model that take the main urban areas in Huilong as the main core and the Lvsi port as the assistant core, take the industry area that both along the coastal and the Yangtze river as the industry axes, then take those industrial parks as the node, through the traffic communication and service network, each node and axes are ground to be a organic integrity, so as to provide a scientific practical reference for the macroeconomic regulation of the industry layout in Qidong.
