As an important factor of the national economy, whether can it seize the opportunity of global industrial structure adjustment, and promotes the industrial structure optimization of Jilin province, will become the powerful impetus to the regional economic development, and will make an important contribution to the national economy development fast.The article combs the industrial structure optimization of the related literature and the theory at home and abroad, takes the theory of comparative advantage theory, industrial structure and leading industry theory as base, and argues that regional industrial structure optimization, refers to the proportion of industry and their internal relations, and the relative position among the industry can make a dynamic equilibrium, for the free flow of factors in the whole economic system. The measure of the industrial structure optimization includes industrial structure reasonable and empirical. Beneficiaries self-evident in optimizing the structure of the industry, the government’s industrial policy is the visible hand of regional industrial structure optimization, this paper tries to develop in the industrial policy of government help.Secondly, based on the available data of Jilin province, we can analyze the characteristics of the industry, and find there is much problem, such as the industrial regional unbalanced development, a serious imbalance between light and heavy industry ratio, low proportion of labor-intensive industries, individual industries accounted for high, poor ability of risk in Jilin province. To solve these problems, the article use factor analysis method, select the statistics of industry economic index as sample data, choose the leading industry in Jilin province to improve the level industrial structure; Use DEA method to calculate shadow price to evaluate rationalization of industrial structure in Jilin province, and put forward improving strategies; Combined with the economic characteristics of Jilin province to analyze the empirical results.Finally, industry in Jilin province should cultivate and support such as food, medicine and equipment manufacturing industry as regional leading industries, the capital and labor should put into the industry which has more urgent need; this is one of the ways the industrial structure optimization. Of course, the government should encourage independent innovation, strengthen brand awareness, strengthen macro-control, give play to the role of economic leverage, improve the soft environment; these methods can promote the optimization of industrial structure, play a better fundamental role in economic development.
