Urban rail transit system is characterized by its large carrying capacity, high-speed, safe, comfortable, energy-efficient, environment friendly. These advantages make urban rail transit as the best way to solve our urban problems. Now more than one urban rail transit projects have investment into construction and operation. Urban rail transit plays an important role and significant impact on national economic construction; therefore, national economic evaluation is particularly important. At present, although China has issued a series of project evaluation norms, explicit national economic evaluation methods on urban rail transit have not united.This paper mainly discusses and analyses the theory of national economic evaluation methods on urban rail.At first,this paper make an analysis about the necessity of the development of rail transportation, and the abroad and domestic research actualities about national economy theory. Then it analyses the necessity of national economic evaluation on urban rail. After that, this paper has put forward the evaluation principle and evaluation procedure of national economic evaluation.Next, this paper identifies and classifies the benefits and costs of urban rail transit, and uses Shadow price conversion factors to adjust the calculations of the costs of urban rail transit. In addition, the paper set up calculates models about the benefits can be quantified, and does qualitative analysis about the non-quantifiable benefits.Then, the paper discusses the economic parameters of national economic evaluation in detail. The paper also analyses the connotation, computing method of shadow price, calculates the shadow price of goods. After that, it analyses the shadow price of special inputs (labor, land) in urban rail transit construction, and social discount rate.In addition, in the fourth chapter, it discusses the meaning and calculation method of national economic evaluation index, and the importance and analytical method of sensitivity analysis.Finally, it proofs the practicality of the method proposed in this paper based on instance analysis.
