Study On The Economic Evaluation Method Of Urban Rail Transit & Development Of The Relevant System

Nowadays, our government pays more and more attention to the feasibility research of large construction projects. However the research on the theory and method of the economic evaluations of urban rail transit always cannot match the fast development of the urban rail transit construction. The research into urban rail transit economic evaluation method is urgent. This paper has probed into the preliminary theory and method of the economic evaluation based on the research on the economic evaluation theroy, analyzed the existing problems on the urban rail transit economic evaluation method presently applied in our country. This paper divides the passenger flow of the urban rail transit to be built into inducing passenger flow and transferring passenger flow based on the occurring mechanism of passenger flow, which will do help in the identification and model establishment of the social economic benefit and cost in the projects' national economic evaluation. According to the characters of the urban rail transit in our country, this paper then improved the economic evaluation method especially from the national economic evaluation. In the identification of national economic benefits, the benefit from shadow carfare income, time saving, traffic accident reducding, environment improving and public transit substitute are considered. In the other hand, the shadow cost of tract was considered in the other cost when doing national economic cost identification.According to the above discussion, the Urban Rail Transit Economic Evaluation System has been developed based on the VC++ platform. It includes input, calculation and output module, it can do the basis data analysis, finance evaluation, national economic evaluation, sensibility analysis and probability analysis. The system accepted many advanced idea and developing skill, it has the advantages of opening and modular design, mix programme and practicability. As the example showed, this system can do a good job in the urban rail transit economic evaluation.
