In today’s society, competition during sectors lies finally on the competition of human resources. With the unprecedented acceleration of economic globalization, intellectualization and informatization, staff training is putted in a more and more important status and role in current and future development of a sector, which is treated as an essential way to technological progress and staff’s professional development. For the sustainable development of a sector, the competitiveness of the industry is mainly concerned in the improvement of staff skills, which supports the ability of a sector to stand out and to develop. Staffs receive continuous training on the job, so that their individual capacity will be enhanced, which has become a basic work in a sector. Universal learning, lifelong learning, and establishing a learning organization plays a more importance role in modern society.This paper taked Bengbu City highway system of special industry organization that engages administrative, cause and enterprise as an entry point, This research bases on the investigation in the different departments, different positions, different qualifications and different staff ages of Bengbu highway system. The traditional training model of Bengbu highway system has been deeply grasped.analyzed deeply of the problems in staff training, seek a solution strategy, explored the solution that consistent with industry practice in training needs analysis, use of training methods, detection of the effectiveness of training and performance feedback, formed an education and training system of hierarchical training, the cultivation of self-consciousness of employees and maily to capacity development, and reached the goal of promotion of the quality of workers, culture of the spirit of innovation of workers,employees and industry to grow together and improve the competitiveness of the industry.Through the researches and exploration of staff training mode in Bengbu highway system, a closed-loop staff training model has been formed, which suites for the status quo and staff of Bengbu highway sector. A series of innovative points such as two organs staff training, professional technical staff training, grass-roots workers training, evaluation and drive mechanism of professional papers have been extracted, which achieved a very remarkable result. The highway sector is not only the staff’s work place, study and training opportunity and platform can also be provided for the workers to allow them to find the direction of learning, work and life through the continuous self-improvement. The overall quality of staff in highway system will be upgraded, thus it will contribute to the sustainable development of the whole sector. The establishment of a shared vision of Bengbu highway sector, the creation of excellent highway sector’s culture will enhance the core competitiveness of Bengbu highway sector. The development of this new staff training model has a far-reaching meaning, which can provide some experiences and references to the unit which has a similar system. It is also a bold exploration and far-reaching innovation of the highway sector in a transitional period.
