Studies Of The Implementation Effect Of Employment Security Policies For The Peasant Workes In Liaoning

In order to promote the employment security for the peasant workes, Liaoning province conscientiously implements related documents issued by the State Council and relevant ministries. Liaoning province has formulated a fairly comprehensive policy system of employment security for peasant workes. However, peasant workes still face great pressure on employment. Their labor rights can not be protected. Therefore, studying of the implementation effect of employment security policies for the peasant workes has great meanings. In this paper, employment security policies for peasant workes include employment service policies, professional protection policies and other employment security policies. Specifically, these policies involved professional information services for peasant workers, employment introduction and guidance of peasant workers, children’s education of peasant workers, etc. On the basis of sorting out the contents of these policies, this paper uses questionnaire survey and starts from the the perspective of awareness, benefit rate and satisfaction of peasant workers to study the implementation effect of employment security policies. Then through interviews, we can further explore the results achieved and problems in implementation of employment security policies in Liaoning.Through research, we can find that Liaoning employment security policies for peasant workes have achieved some success, but the effect need to be further improved. The employment information provided by public employment service agencies fails to play a positive role in peasant workers employment. The work of pay debts has made great progress, but the phenomenon of new wage arrears still exists. Public schools fails to play the main role in accepting the enrollment of migrant children. In the case of labor market segmentation, the government should strengthen the security for peasant workers. This article tentatively put forward some policy recommendations for improving the implementation effect of employment security policies for the peasant workes. For example, the government should strengthen the advocacy of employment security policies for the peasant workes to create a good environment for policy implementation. Strengthening the government’s co-ordination functions and strengthening the supervision of labor are also essential. The government should reform the operating mechanism of trade unions and guide more peasant workers join trade unions.
