From1980s, the employment dispatch industry in China began to appear alongwith China’s reform and opening up. After China’s accession to the WTO,foreign-funded enterprises began to boom, especially in labor-intensive industrieschose domestic market, the number of employment increased a lot. It was asubstantial development in dispatch industry recent years and promoted regionalemployment rate.The dispatch industry characteristics can optimize the human resources, reduce thecost of labor management, solve the needs of short-term employment and temporaryemployment, and at the same time it can solve the contradiction between the positionlimits and staffing needs. Those advantages made the industry in our countrybooming in the beginning, and it had appeared in more and more city. But theproblems from this industry also need more attention: such as legal disputes in theemployment process, the labor short supplement timely, protection of dispatchworkers’ rights, the bottleneck of dispatched workers career enhance. Due to theabove problem involves sending party, the labor party and dispatched workers, it isdifficult to achieve a win-win goal actually. Also, because the law has yet to beperfect on this industry, it is difficult to find laws to abide by in the face of thecomplexity of specific problems. The above problems hampered the dispatch industryto a higher level. Therefore, the research in dispatch industry is particularly urgentand important today.This paper aims to explore solutions to the problem through labor dispatch typicalcase in JLFESCO. First, summed up the problems in the employment dispatching services from the concrete operational level, thus find the issues urgently need tosolve in the future. They are customer resource wastage and labor contractscompensation paid in sending firms and the labor firms; labors which are notAdequate under the new economic situation and the labor legal in the sending firmsand dispatched workers; dispatched workers lack of career planning and a sense ofbelonging in labor firms and dispatched workers. Second, explore the direct andunderlying causes of the problem in the current economic environment, such asSimilar firms increased in this industry quickly, the lack of effective supervision ofthe relevant laws, labor costs increased caused by the gap which between the rich andthe poor in urban and rural areas become more and more small, as well as thecarrying out of the principle of equal pay for equal work. Last, through a largenumber of literature consultation, reference foreign labor dispatching industrysuccessful cases, and combined with the current social reality conditions, according tothe different causes of the problems made a series of effective improvement plan.And strive to through the institutional changes, the effective guarantee improvementplan to long-term, effective implementation.
