Therefore, seizing thecommanding heights of the market competition by the technology innovation method is theenterprise’s best business strategy.The21st century is the times of the ocean economic development and the rapiddevelopment, as a linking Bohai sea area, Shandong province should take this superiorgeographical position to actively open up and utilize ocean resources, and then develop theMarine economy."The blue Shandong Peninsula Economic Zone Development Plan" isreplied as State Council [2011] No.1Document, is the first ratified national developmentstrategy in the beginning of "The Twelfth Five-Year ", and is the first regionaldevelopment strategy in the theme of the Marine economy. The core region of Shandongpeninsula blue economic zone is four cities, Qingdao, Yantai, Weifang and Weihai,especially Qingdao plays a leading city and powerful radiation role. Thus, this papermainly research the technology innovation ability of the four cities, the research is veryimportant to this four cities’ development of the enterprise and the improvement ofcompetitiveness, and could speed up the construction of the Shandong peninsula blueeconomic zone.This article establishes a set of index system of the enterprise technology innovationability by stating the theory of the technology innovation and technology innovation ability,evaluates and researches this four cities’ technology innovation ability by the means of thefactor analysis, and find the four cities’ problems and reasons in technology innovationaccording to the results of analysis, find the solutions of the problems from two aspects ofthe government and the enterprise, in this way,the enterprise’s technology innovationcould improve continuously and the core competence could enhance gradually, finally theenterprise can become the pacemaker of the domestic industry. The innovation of this paper lies in shandong peninsula with blue economic core areahas four cities in together as the research object, is more targeted and practical, through thecurrent situation analysis and empirical analysis of two more comprehensive evaluation ofthe four cities of enterprise technology innovation ability.
