The Study On Risk Assessment And Risk Control Of Energy Performance Contracting Project

Energy Performance Contracting(EPC) is a very useful mode of operation，which cantake the interests of all parties into account, such as the social, national, corporate customersand Energy Service Company (ESCO), and real win-win even realize win-win. For customers,the implementation of the EPC project is a "zero risk, zero-investment", while for energyservice companies, it is huge capital inputs and risk. The competitive core of ESCO is thelevel of risk management. ESCO in order to obtain the success of EPC project must beprepared to risk management, use scientific and rational ways to control risk. Of course, theEPC project risks can be quantified.In view of this, this paper takes the risk evaluation and control of EPC project as themain line, in accordance with the process that the project risk identification-create WBSdecomposition-the establishment of the EPC project risk assessment system-analytichierarchy process to determine the risk weights of evaluation indexes-using fuzzycomprehensive evaluation model, entropy weight fuzzy evalution method and graymulti-level evaluation model to evaluate the risk-puts forward countermeasures against therisk-ESCO case analysis, gives risk assessment methods and means of control of the EPCproject in our country. Firstly, it describes the background and significance of the thesis,consults the relevant literature and information, and introduces the current research on EPCrisk management, proposes thesis research content and research methods, and points out theinnovation of the paper. Secondly, it analysis the condition of the gap between energy supplyand energy demand in China, summarizes the EPC project, analysis the mechanism topromote energy saving of action and the significance, process, and mechanism of the riskmanagement of EPC projects. Thirdly, it explores the risk identification step of the EPCproject, and explores the applicability of fuzzy comprehensive evaluation model, entropyweight fuzzy evalution method and gray multi-level evaluation model in risk assessment ofthe EPC project. Fourthly, this article is researches on the risk indicators of EPC projects,explores the specific risk control methods, and discusses the process of risk control of EPCproject from the project preparation phase, implementation phase and benefit sharing stage.Fifthly, it select EPC project of the Shan Dong Rongshihua Leasing Company LTD. in Jinan City to do case study, do a deep analysis of its risk management experience. Sixthly, theconclusions and research limitations, and it points out the future research directions for therisk of EPC.I hope that this study will play a role in the EPC project risk management of ESCO.
