Scientific and technological achievements is an essential and important part ofagricultural technology promotion and production activities.Before the science andtechnology is transformed into achievements,the prolificacy has not performed and it isjust recessive form of knowledge but not actual productivity.Scientific and technologicalachievements is the best form of the combination of science and technology with theeconomy.The generation of new technology does not mean that the formation of newindustries.In order to make the productivity of scientific and technological achievementsinto reality,particularly,to form into economies of scale.We need the government,enterp-rises,research workers work together to develop effective measures,create a favorableenvironmental conditions to promote the transformation,and accelerate its pace.Theestablishment of agricultural engineering technology center is a method to advance thetransformation of technological achievement which is obtained by domestic andinternational research and practice.Agricultural Engineering Technology Center is established by the country in order toimprove the transformation and its rate,materialization,engineering of scientific andtechnological achievements,and increase their incubators,radiance,demonstrations andpopularization.The northern mountainous agricultural engineering technology researchcenter is belong to a Agricultural Engineering Center and the main object of study is thenorthern mountains.The purpose is to accelerate agricultural development in the northernmountainous areas and speed up transformation,skill and engineering of scientific andtechnological achievements.Thus it enables the research into agricultural productionfaster.This paper takes the agricultural engineering technology research center of Nationalnorthern mountainous for example and uses AHP and fuzzy comprehensive evaluationmodel to analysis and evaluate the technological demonstrated economies of the centerthrough a literature review and survey of its operation effect.AHP (Analytic Hierarchy Process referred AHP) is a decision-making method whichis to resolve the elements related to decision into goals,guidelines, programs and otherlevels,and on this basis to conduct qualitative and quantitative analysis.Fuzzy comprehensive evaluation method is based on fuzzy math. It is a method used in practicewidely most which uses the fuzzy relationship synthesis principles and take someill-defined,quantitative factors which is difficult to quantify into a comprehensiveevaluation.The Scoring evaluation by experts introduces that, in the operation effects of northernmountainous agricultural engineering technology research center the economic,ecological,social ones’ weights were respectively45.54%,35.75%and18.71%.In theEconomic benefits,the weights of net income transformed by achievements,increases offarmers’ per capita income,cost savings factor of production,the conversion rate andpromotion areas of scientific and technological achievements were respectively11.13%,50.87%,29.14%,5.11%,3.75%;in ecological benefits,the weights of increase of vegetationcover,soil erosion area,treatment rate of mine tailings,the reduction of chemicalfertilizer,agricultural restructuring ratio related to eco-efficiency were respectively52.21%,19.64%,11.67%,10.19%,6.29%;in social benefits,the weights of the reduction ofpoverty,the increase of employment volume,farmers’ cooperative organizations,demonstr-ation base construction area,the number of trained farmers related to social effects wererespectively53.44%,19.15%,11.07%,10.19%,6.15%.The composite score of economic,ecological and social benefits of was81.3points,86.6points,and85.9points.And the score of the operation effects of northern mountain-ous agricultural engineering technology research center was84.0points.By fuzzycomprehensive evaluation,the grade of job performance is in the second level-"good".Allof these demonstrate that overall performance of promotion, economic,ecological andsocial benefits is "good" in northern mountainous agricultural engineering technologyresearch center.Comprehensively,in the analysis of operation effects of Northern mountainousagricultural engineering technology research center, the score of economic benefits is themost low one among job performance,economic,ecological,social effects’ composite re.Soin the next period,with the balance of ecological and social benefits,we should focus moreon improving economic efficiency to make the maximize economic benefits after thetransformation of achievement.
