With the development of society and forward of reform, Science and Technology, as the most efficient means to harness knowledge, is playing a more and more important role in the social life. And the investment on Science and Technology has become a very direct index to evaluate its development. In particular, R&D investment is an important sustaining condition for the promotion of Science and Technology. Therefore, the great significances is in carrying out the research on R&D Expenses to assure our Science and Technology develop continuously,steadily and coordinately with society.Firstly, this paper analyses the process of the input into R&D and its present situation in some countries, especially the developed ones in the world, and it compared them with our country in some basic indexes. It gives not only an idea of DEA on objectively evaluating the validity of the input and output of Science and Technology indifferent areas, but also a systematic introduction and study to the theory and application of DEA. In theory ,it introduced the primary DEA model:C2R,and it also illustrate the economic significance of models. In application, it studies the method of DEA and the evaluation of validity of DMU.On the basis of taking advantage of historical data, this paper gives an all round analysis of the present situation of the input into R&D in the West Provinces of China .Using the model:C2R,,it selects 28 provinces and municipalities all around the country as examples to evaluate the scale and technique effectiveness of the input and output in different areas from 2000 to 2005.It not only calculates the different areas DEA efficiency value and rank, but also analyses the result of the models. It calculates the technical efficiency index, Technical advance index and Malmquist index,also analyses the result of the models. At last , it proposes some corresponding suggestions to the present situation of the input into R&D in the West Provinces of China.
