The construction of affordable housing and new rural work are undertaken in the country in full swing open, but insufficient capital investment and limited financing channel have become the bottleneck of speeding up the construction. So, we must attract social funds widely to enter the field of the construction of affordable housing and new rural, and combine the role of government and market forces better, thus we can increase investment in the construction of affordable housing and new rural.In this paper, by doing full research of the property management services both from domestic and foreign literatures, The writer studied the BT (Build-Transfer) model, and compare with BOT, TOT, ABS, the result is the BT model is more suitable for the construction of affordable housing and new rural. After that, the writer taken replacement housing project of Wuxing for represents, research the BT financing model, operational mechanism, economic calculation and the risks Prevent, and proved that the project was feasible. Then the author put forward some experience. After that, he pointed out the problems and gives suggestions, hope to provide theoretical and practical experience to the construction of affordable housing and new rural.
