Today’s market-oriented competition practice has proved that the competitivenessof enterprises relies on the market and the market depends on the products and theproducts based on the qualified personnel. Ultimately, the modern enterprisecompetition is the talent competition. Talent is a fundamental problem. How to developa high-quality personnel,the key lies in whether to have the ability to learn and abilityto innovate. Diagnosis by choosing the status quo of a typical transportationconstruction industry units’ enterprise learning system, study the importance of theinternal learning organization built the building’s main ideas, obstacles andcountermeasures. So as to jointly explore the current stage high-tech construction erain the field of transportation construction enterprises to build a learning organizationfor the sustainable and healthy and stable development of the reality and universalityof guiding significance.In this paper, the theory of the learning organization is built on human resourcesmanagement. Combined with a road and bridge tunnel current development status quoand development planning, as well as to carry out the sustainable development of alltypes of constraints enterprise feedback questionnaire research and practical researchin the company’s employees talent shortage, lack of technology brand corecompetitiveness together with learning and innovation force, poor quality of staff,explore how to build internal learning organization.
