The theory of learning organization is one of the most advanced management theory which founded in 1990's. It has been paid much attention by many management experts and entrepreneurs. In the face of S&T(science and technology), the construction of learning organization is an important way for improving employee's efficiency. It also can strengthen team construction and enhance market competence.This paper based on TPDIS(Telecom plane and design institute of Shenyang), mainly analyzes its construction of learning organization. Firstly, this paper use the basic theory of learning organization to explicate its existing and development. It illustrates how to enhance organization's learning ability is the key point. Secondly, the factors and the interactions, which influence the learning ability of organization, have been analyzed. Herein with the specialty of Telecom play and design institute of Shenyang, the paper focus on learning ability. The essay is divided into five parts: learning subsystem, employee subsystem, organization subsystem, knowledge subsystem and technology subsystem. From these five aspects, the general configuration of learning organization for TPDIS has been given. Finally, in this paper, the suggestions are put forward; the achievements of this paper can provide theoretic foundation for development and construction learning organization in TPDIS.This paper combing the theory and the practical situation of TPDIS give the specific execution schema and advices of the construction of learning organization in TPDIS.
