Under the role of fierce competition in the networking and knowledge-based economyemerging market, more and more companies come to realize the important role of R&Dprojects to accelerate product to market speed and improve the effectiveness of productdevelopment, and enhance the market competitiveness of enterprises and R&D projectmanagement mentioned enterprise strategic height. Especially to the communicationsindustry and the IT industry.The communications equipment R&D projects is different with general R&D projects,and generally have some characteristic: a number of parallel projects, short developmentcycle, involving a wide product areas, with some technical difficulty; mostly involvesmultiple professional creative, project management, project process complex informationcommunication as well as the areas of project management implementation time is short andstrong. The original simple functions project organizational structure has been unable to adaptto the communication complexity of the R&D projects.This article is doing the analysis under the background of multiple product developmentproject management in J communications company R&D center, and describe the problem ofJ company’s existing organization structure, then analyze of the problems faced by themulti-project management enterprises,(These issues include: the organization of internalconflict, the allocation of resources conflict, the decline in the efficiency of management),find out the key issue in currently projects. In order to fix then, set up the project organizationstructure evaluation model, combined the AHP and professor analysis, the multi-dimensionalmanagement model proposed balanced matrix is the suitable model for J company.Furthermore, defined the role and work style for the Balanced matrix structure and MPO."Balanced matrix+PMO" the multidimensional management model to achieve a gooddivision of labor between the project and the project collaboration, information sharing, andgreatly enhance the project controllability, significantly lower deviation rate of progress ofthe project, the project success rate surged. Thus, the product competitiveness of Jcommunication company enhanced, and customer satisfaction has improved markedly.
