The Identification And Evaluation On Management Risk Of Power Distribution And Utilization Contract

The emergence of the power distribution and utilization contract protects the interests of power supply enterprises, reducing the risks brought to power supply enterprises due to the national legislative process lag effectively, but at the same time, because some of the power supply enterprises’contract management is irregular, bringing new risks to themselves. To do management for the contract well, you should know and identify the risks, and evaluating the risks of contract management objectively according to the specific circumstances of each power supply enterprise in order to take risk prevention measures to reduce the risks to an acceptable level.In the research, firstly, through studying research results related to the subject at home and abroad, combining their own management and the electricity production’s features, it pointed out that it was of great importance to identify and evaluate the risks of contract management. Secondly, it analyzed and described the definition of the contract and the significance of making the contract, describing the contract’s subject, different types of the contracts and their scope of application, and it also focused on discussing the management content of the contract’s signing, performance, alteration and termination stage.Again, through discussing the current situation of the contract management, it analyzed the current power distribution and utilization management problems, and the contract management is divided into contract formation, contract approval, contract signing and contract performance in four stages based on this method, through the depth interviews with legal experts and depth survey of the contract management, and identified the contract management risk factors by using questionnaires. Then, according to the principle of building the indexes system, it built the contract management risk evaluation indexes system, and made use of AHP to empower for various indexes; aim at the ambiguity of management risk influencing factors, it used comprehensive fuzzy evaluation theory to set up the contract management risks fuzzy comprehensive evaluation model.Finally, combining the sample data provided by 《About the2011Northeast Regional power supply inspection report》 and other information, the empirical analysis for the model calculated the series of the contract management risks in the northeast region, and it put forward corresponding methods and measures to reduce the contract management risks aiming at the comprehensive evaluation result of the northeast region contract management risksIn the research, it identified the contract management risk in stages, contributing to analyze the degree of risk in each management stage, and made further analysis of the main risk points in various stages; it also helped the managers concentrate on the key stage and the main risk point in various stages, making the focus of work outstanding and improving the management efficiency. Meanwhile, this paper takes advantage of AHP and fuzzy comprehensive evaluation method to set up the contract management risks evaluation model, providing modeling ideas for the contract management risk evaluation.
