In practice, economy sustained and stable growth of the country, is inseparable from the large number of small and medium enterprises, which have already become the main trend of economic development. In1980’s, medium and small OEM has become an important part of small and medium enterprise in our country. In recent years, because of international environment&labour cost, and so an, small and medium OEM are facing severe pressure on the survival and sustainable development. If medium and small OEM want to obtain competitive advantage in the increasingly fierce competition, the key lies in the construction of technology innovation ability.The research based on strategic entrepreneurship theory, studys of the building of medium and small OEM corporates’technology innovation capacity. Firstly, this research reviewed the related theory of OEM with the jointed technology innovation characteristics of medium and small OEM, and then constructs the model of the building for medium and small OEM corporates’technology innovation capacity, according to the viewpoints of entrepreneurship, corporate culture, innovation input and network relationship, and this promoted the technology innovation capacity of medium and small OEM. Secondly, this research gives the theoretical model and topic of this research, and testified the four topics of research:entrepreneurship can promote the building of medium and small OEM corporates’ technology innovation capacity; corporate culture can promote the building of medium and small OEM corporates’ technology innovation capacity; innovation input can promote the building of medium and small OEM corporates’ technology innovation capacity; network relationship can promote the building of medium and small OEM corporates’ technology innovation capacity. What’s more, to perform the case study of three medium and small OEM from mainland such as Avertronics INC, Wenshan and A-kerr, and then do the comparison among cases, testified the topic of research. Finally, showed the results of the research and gave the proposal of research in the future.
