Study On Countermeasures For Development Of Land Scale Management Of Du Jiangyan

The fact that the land average tendency under the household contract responsibility system and the specific regional situation of more people than land leads to the phenomenon that the operation scale of most farmers in Dujiangyan City has a typical scale of traditional decentralized small-scale operation. The various shortcomings brought by this mode of operation to modern agricultural development have greatly restricted the development of rural areas. Pushing forward the scale of operation steadily in Dujiangyan City has become an objective requirement and inevitable tendency to the economic development of agriculture and rural areas of Dujiangyan City. Therefore, the study of development strategies of the scale operation of agricultural land in Dujiangyan City means significantly to the local agricultural efficiency, farmers’income and rural economic development. This paper, based on relative theory, combining with current situation, proposes development model for the scale of operation of the agricultural land in the new situation on the basis of analysis of the scale of operation in favorable conditions and constraints of agricultural land in Dujiangyan City, and puts forward the development path. The main conclusions are as follows:(1) Dujiangyan City, rich in natural resources, has a good location advantage and mass foundation, and the rapid economic take-off after the May12earthquake and the system of incentives given by the government create favorable external conditions for scale operation of the agricultural land. In this context, Dujiangyan City seized the opportunity of post-disaster reconstruction and consolidation of the urban and rural land and explored various forms of agricultural land scale mode, and the exploration of these modes built a multi-interests connection mechanism, so that farmers get profits in many facets and provide a new perspective for scale of operation in the development of agricultural land. However, due to the fact that the scale of operation of the city’s agricultural land is still in the early formation of imperfect legal system, funding requirements difficulties, and weak human capital in rural areas and other problems, further optimization is needed. (2) In accordance with relevant theory, combined with the the Dujiangyan specific regional situation, this paper presents the general idea of the the Dujiangyan agricultural land scale operation mode, that is, the pursuit of land output rate as the basic objectives, family-scale operations as developing focus, and co-existence of multi-scale operation modes as developing form. Four alternative model are proposed,"the family farm-household operation","the village level one-the collective operation","professional cooperation-joint ventures"," industry driven-business model".(3) As for developing the agricultural land scale operation of Dujiangyan city, it is suggested to strengthen agricultural infrastructure construction, improve overall quality of the farmers and construction level of service organization, effectively interface between the operation scale of agricultural land and the agricultural structure adjustment, and do a good job in "agriculture production and marketing " and "Agricultural docking". Through the legal system and the transformation of government functions, the government should improve the security system of the operation scale of the agricultural land in order to promote long-term development of the agricultural land scale operation.
