Industrial Technology Innovation Alliance as a new innovative organization, seems to havebecome a research focus in the practice of the business organizations and national innovationsystem because of its important role in promoting technological innovation activities. Socialcapital introduces value judgments, norms and cultural factors to its economic analysis frames,Thus start from the elements of social capital to study the formation and development of industrialtechnology innovation alliance has a larger realities value.This article draws Robert Putnam’s definition of social capital, generalizes the threeconstituent elements of social capital: norms, networks and trust, and analyze the mechanism ofthe role of social capital in the Industrial Technology Innovation Alliance from these three aspects.This study focuses on the questionnaire from the soft science research project in JiangsuProvince” The running mechanism and promote the policies of the new industry technologyinnovation strategic alliance”. On this basis, put forward suggestions about howsocial capital promoting industrial technology innovation alliance, that is to create a regulatoryenvironment that is conducive to regional cooperation and innovation, to build the alliance’s trustmechanism which has clear objectives, scientific co-management mode and shared allianceculture, to build the network platform of the alliance by cooperation in R&D, government policysupport, large-scale financing services, information sharing and so on. In this way to give full playto the positive role of social capital on the development of industrial Technology InnovationAlliance.
