With the rapid development of the logistics industry in recent years, the siting of facilities has become a very important topic, and many domestic experts and scholars have done a lot of valuable research. However, the research on quartermaster logistical facility siting still has not formed a more scientific, systematic theoretical system and evaluation method. The siting of quartermaster distribution water supply facilities was synthetically evaluated.First of all, the topic background was comprehensively described. The quartermaster distribution logistics siting problem was proposed; the research situation and literature at home and abroad were analyzed and reviewed; the purpose, meaning, method and content were cleared.Secondly, the systematical introduction and analysis of the comprehensive evaluation method were made. The concept of comprehensive evaluation, elements, characteristics and the basic principles were sketched; the procedural steps were cleared; five classic models of comprehensive evaluation were analyzed.Through deep analysis of the facility siting literature, the theory that the comprehensive evaluation method applied in the quartermaster distribution water supply facilities siting was systematically researched, and the siting process and evaluation index system were designed based on the comprehensive evaluation method as the core. An improved comprehensive evaluation method was further proposed which combined qualitative and quantitative analysis and comprehensively applied the analytic hierarchy process, fuzzy evaluation method and ISM modeling method.Then, on the basis of analysis of the restrictions and influencing factors of general civil water supply facilities siting, considering the natural, military and traffic environment and others (such as ecological, population, sustainability, etc.), the factors that affect the quartemraster distribution of water supply facilities site were analyzed through the system engineering theory and project management thought, and the systematic, scientific explanation to the logical hierarchy of the evaluation was done by the ISM method. In addition, the mathematical model of the siting evaluation was built, and the evaluation index system was designed. Based on the analytic hierarchy process, the optimal solution was ultimately obtained through calculating the weight coefficient for each grade indicator by means of mathematical tools and methods.Finally, through the above research results, a case of quartermaster distribution water supply facilities siting was studied. The case indicates that the evaluation system established is feasible and effective based on22influencing factors, and the system has better applicability to actual cases and can reflect the objectives and requirements of the military facility siting.
