Over the past30years, the policy on the flow and employment of rural labor in Chinahas experienced an evolution process from complete control to fair treatment. After year2000, the government began to cancel unreasonable restrictions on farmers’ employmentin urban areas, such as the “Card” system and unreasonable charges, gradually realized theintegration of urban and rural labor markets, and actively promoted the supporting policieson employment, security, household registration, education, housing, the construction ofsmall towns, etc., making the employment of rural labor reach a “fair flow period”. Aseries of policy adjustments indicated that, the central policy and the relevant departmentshas made substantive progress in reforming the division of the urban and rural policy andpromoting the integration of urban and rural labor markets. Jilin Province is a majoragricultural province with a population of27,105,000, and its agricultural population is14,857,000, accounting for54.8percent of the entire population in Jilin Province. Amongthe agricultural population are about7million rural labors, accounting for50percent ofthe agricultural population (data2011). To achieve the goal of constructing a well-offsociety and a harmonious socialist society, the government greatly promoted the transferfrom rural surplus labor to employees in non-agricultural industries and urban areas, onthe basis of great achievement on urban employment, and starting from considering thesystem, policy and the working system, established a human resources market showing theintegration of urban and rural areas, to promote the full employment of the urban and rurallabor. Since the transfer and employment of rural labor plays an important part in urbanand rural development of Jilin Province, the government has in succession issued a series of relevant supporting policies on the transfer and employment of rural labor. Greatachievements were made steadily in all the work, whereas a number of problems emergedduring this process. This paper focuses on an introduction to some relevant theories of thestate and Jilin Province on rural labor transfer and employment, the achievements of JilinProvince on rural labor transfer and employment, and the major problems, as well as putsforward some thoughts and solutions to perfect the institution of the transfer andemployment of rural labor in Jilin Province.
