Achieving the coordinated development of urban and rural areas,establishing andimproving the integrated system of urban and rural development is an importanttask,which the national economic and social development of "12th Five-Year Plandetermine. So it is necessary to pay attention to guide the rational flow of productionfactors between urban and rural areas to promote the establishment of urban-ruralintegration system, and the establishment of the unified urban and rural human resourcesmarket is the necessary condition of the rational flow of human resources between urbanand rural areas. The establishment of the unified urban and rural human resources marketwill not only play the basic role of the market and rationally allocate the human resources,but also is conducive to fair competition between urban and rural human resources marketsubjects and has an important role in promoting the construction of the socialist marketeconomy system. So it is necessary to research the establishing and improving theintegrated system of urban and rural development.In recent years, our may theoretical research pay attention to the means and measuresof the transfer of rural surplus labor force, also began to explore the division of urban andrural human resources market so as to the specific measures of address these shortcomings,but lack the analysis and discussion of index system about a unified urban and rural humanresources market, especially not put it in the" urban and rural development" within theframework of integrated system to analy, and the countermeasures have a strong specificaim, but long-term significance is not very strong. This paper discusses connotation andindex system about a unified urban and rural human resources market, and on this basis toapply some measures about the building of a unified urban and rural human resourcesmarket system. Obviously, this study theoretically contribute to rich the human resourcesmarket theory; in practice, for the completion of the12th five-year plan task, building anew socialist countryside, realize comprehensive and comparatively well-off strategy,which has the value of application.This paper adopts normative analysis and empirical analysis methods, on the basis of theoretical analysis about the human resource market, with the index system model, whichto make the empirical analysis the unified urban and rural human resources development ofthe market, and calculate the degree of our country urban and rural human resourcesmarket development, puts forward the corresponding countermeasure proposal. This papermainly has the following several aspects:1. Analysis of the status of urban and rural human resources market and theconstraints of the establishment of a unified human resources market.2. Building an evaluation index system for the establishment of an unified urbanand rural human resources market and calculating the development of a unified urban andrural human resources market of the past two years according to the data in2009and2010in China.3. Targeted to propose a solution proposal for the problems of a unified urbanand rural human resources market in the building process.The innovation of this paper mainly have two: one is to discuss the connotation andindex system of a unified urban and rural human resources market; two is to propose themeasures of the building of a unified urban and rural human resources market system, fromthe integration of urban and rural development point of view.
