Empirical Analysis On Competition Among Railway, Highway And Civil Aviation In The Passenger Market

The fundamental purpose of the railway regulation is to form the effectivecompetition environment and improve the efficiency of railway industry. China hassought to increase the efficiency of national railway industry through a range ofreforms. But railroads were still in dire straits. As a result, it is necessary for therailway industry to implement further reforms by optimizing the organizationstructure in order to improve the efficiency.Few domestic studies on railway regulation systemically investigate thecompetition between different modes of transport and this study is a pioneer one abouthow to improve the competition between different transport modes to expand the ideaof the railway regulatory reform.First, we define the scope of competition between railway and road，railway andcivil aviation after considering the changes on market share of different transportmodes in passenger market. Then, analysis the two different modes of competitionthrough different regression models constructed to describe the changes in the volumeof railway passenger which contain competition factors of different transport modeswithin different distance separately. And find that the focus on competition of the railand road is the size of road network and passenger transport relative price，the railwayand civil aviation is the speed and absolute price.Second, using the method of Grey Correlation Degree analysis railway operatingperformance at different levels of competition with road and civil aviation，andidentify the main factors affecting different railway performance indicators bycalculating the size of the correlation degree between them.Finally, the important countermeasures are brought forward based on the analysisof earlier chapters. As for the regulatory reform of Chinese railway industry, weshould realize the difference on competition models between railway, road and civilaviation rationally to enhance the overall competitiveness of the railway transport.Based on the perspective of the big traffic to speed up the reform of railway regulation, and highlight the regulatory focus. Deepen the basic principles of the Chinese railwayindustry regulatory reform; giving consumers right to choose should be thefundamental principle.In general, some measures including econometrics, comparative economics areintroduced in this article to analyze the modes of competition between railway, roadand civil aviation, and to discuss the correlation degree between the competitiveindicators and railway performance indicators. And point out that the fundamentalpurpose of the rail industry regulatory reform is to form the effective competitionwithin industry and between industries. From the point of view of forming effectivecompetition between different transport modes through strengthening the regulatoryreform of rail industry, this paper puts forward countermeasures to promote thedevelopment and improve the efficiency of the railway industry.
